Our current accessibility position
We build accessibility standards into the systems we deliver for other organizations, which means our own site has to be held to the same standard. We target the Web Content Accessibility Guidelines (WCAG) 2.2 Level AA. We are not presently claiming full conformance: automated checks and keyboard review cover representative public pages, forms, tools, and responsive layouts, but a complete assistive-technology test matrix is still in progress.
What we have tested
Our September 2026 review included automated accessibility scans of representative page templates, keyboard-only navigation, visible focus, form labels and errors, reduced-motion behavior, and reflow at 320 and 390 CSS pixels. We also checked the document structure of Open Shelf PDFs. Automated testing cannot establish WCAG conformance on its own, and the PDF check does not replace a manual document review.
Known limitations
A full manual review with current versions of NVDA and Chrome, VoiceOver and Safari, and mobile screen readers has not yet been completed. Some wide tables and technical diagrams use horizontally scrollable regions on narrow screens; those regions are keyboard focusable and include text alternatives, but we continue to test them with assistive technology. We will update this statement when that testing is complete and will describe any unresolved barriers here.
Documents and alternative formats
We work to provide documents on the Open Shelf in accessible formats. Where a document cannot be made fully accessible, we say so on its page and provide the same information in an alternative format on request.
Report a barrier
If you cannot use any part of this site, use the contact form and choose or write “accessibility report.” Tell us the page, the task you were trying to complete, and the browser or assistive technology you were using if you are comfortable sharing it. Do not include sensitive client or health information.
If something on this site is a barrier for you, tell us. We respond within three business days, can provide the information or service another way, and aim to correct confirmed barriers within thirty days.
